Yes, in terms of MIDI, vst support etc. BUt magix music maker actually uses the same audio engine as Samplitude, except for the hybrid CPU saving feature that Samplitude Professional has. It has less editing and mixing features too but is good for a basic low cost program - although I think you'd be better off with Reaper personally.
Samplitude is a Magix product (they bought it several years ago from Emagic, yes the company behind Logic) and they have had some of the same people who work on Samplitude work on Music Maker since they have the expertise.
And Reaper - I know several people who have dumped Sonar, Cubase and Live for it. I'm not ready to do that yet, but I have the not for profit license for it and use it on my older P4 desktop, not a huge fan of the interface but it has a hell of a lot of features for the money and it's basic MIDI features are growing with each new release.
And Sequel is more like a cut down version of Fruity Loops or Acid, it comes with a pack of loops, music maker would probably be a better audio mixing tool.
Samplitude / Sequoia is a great program with awesome plugins but it is lacking a little on the MIDI side too. I know people who have switched from Cubase, but they often still use Cubase for it's extra MIDI features and mix in Samplitude.
