MIDI Messages, Follow actions and Velocities questions

I am running a Monome 128. I want to set up follow actions to lay a clip across the 16 buttons and have the follow clip light up the appropriate LED when it plays.

Here's what happens: I hit play on a clip. The button triggers the clip and it lights up. When the next clip activates, the 1st clip correctly turns off, but the 2nd clip LED does not turn ON, etc, etc.

The Monome accepts MIDI velocity info to turn the LEDS ON or OFF. According to their website V 128-1 is ON, 0 is OFF.

I am monitoring the MIDI activity with MIDI Monitor.

1. Live sends out messages of OFF notes to Monomeserial (MS) and the 128 responds (when the track ends and the sample stops). This makes me think that the Monome responds to:
A) all PHYSICAL presses on the 128
B) all CURSOR presses in Live (when I click on a play or stop button)
C) some of Live's MIDI messages (when a sample comes to it's end)

2. Messages that Live is sending OUT to MS and the messages' velocities (captured in the MIDI Monitor app). All the physical presses are ON/OFF are 128/0
A) Note On (v 126) LED stays ON
B) Note Messages at predictable times depending on quantization. Sometimes at bar 5 when looping, for example. (v 1) LED stays ON. This repeats whenever the clip playhead passes the bar 5 marker.
C) Note Off (v 0) LED goes OFF

This makes me think that a message of velocity 126 will not turn off the LED.

It would seem that Live is doing its job, but this also confuses me... The note on MIDI message for the follow action clip 2 is sent when the 1st clip is played.

Is there a way to change this so the following clip activates a "play" MIDI message when that following sample actually starts? (I am just looking at all option - perhaps there is a preference that I missed.)

another thing which I have found to mess up the monome lights is stopping a clip slot while the transport is stopped as well.
