latency is more about your interface than the Operating System. On similarly specced computers, the same interface should run at about the same latency if the manufacturer has made equal quality drivers.
I currenly have a E-Mu 1616m for laptop and I am thinking of getting the 1010 pci card addaptor for it to be usable in a pc.

So I got to lookin and this is what i came up with

Intel Core 2 Duo E8400 rated 3.0GHz for $224. This baby is pretty fast at default speeds. Can be overclocked if you wanna game or somethin? Seems FAST and low cost for it's value.

Throw a nice fan on that bitch for $50

Throw a Gigabyte GA P35 DS4 for $180, has hella USB and I think firewire is also in it.

2GB of Kingston KHX6400D2K2 HyperX (qualified) $180

680W PSU LCT Tech for $20

Then get a cheap ass PCI X card for like 30 bucks, spend another 30 for a Sapphire X1650 512MB 128-bit.

Comes out to $604. If needed, buy a case and a dvd/bluray/cdrom and harddrive. Add a M-Audio Delta 10/10 sound card and BAM!

I think this shit is gonna be nice. I'ma try n O/C it to 3.6GHz, others have been known to get it over 4Ghz (fuck that).

SPANKED!

one issue to think about is noise. i'm dealing with the noise by getting the rack as far away from me as possible.

i just got a deal on a 3 ghz pentium (R) 4 with 1 gig ram in a 1 unit rack.
total rocks the 1.5 ghz amd it repleaced and is nothing compared to the spec i plan on building in my 4 unit rack that i have kicking around (the build will be based around the q6600 quad chip) i plan on using both racks on stage. (ya i could use a lap top but i'm a power freak .... i like it mwhahahaha....)

the 3ghz box sounds kind of like a jet airliner so i got a kvm extender and put it in the closet. punched a hole in the wall and ran the 2 cat 5 cables(network, kvm), firewire and usb.
kvm extender is rad, i think it can go up to 500' but i'm limited to the 13' of the usb hub cable (which will be plenty but i may shell out for a usb extender)

what was you resons for going with the e8400 over the e6850 or the q6600?

i've heard some crazy peopleclocking the q6600 to 3.6 on air.
i wont do that but i'm pritty fixed on getting the q6600 chip

if Vista doesn't chill out by the time I need a new lappie I'm going Mac, no doubt. I just like rattling iCages because the monkies make funny sounds when agitated.

agreed, L7 runs just as shitty on a PC as it does on a Mac. the main difference is in the user.

Intel to cut CPU prices on April 20th:
http://www.pureoverclock.com/story1814.html

maybe worth waiting.

As for noise, I would highly recommend this case-
Antec.com - Sonata Family:

I have one and it is very quiet. The hard drives are suspended which has dramatically reduced the sound. They aren't that expensive either.
