Full Window Size Button not working (Tiger)

Steps to reproduce:

Open Live.
Move the window elsewhere near the bottom of the screen or resize the window by make it smaller.
Click the Green + button on the window, this should resize the window to max size but it does nothing. Resize must be done manually.
