re-arrange tracks vertically in arrangement window

like, move a recently added track to say... second one from the top ?

Yes.,
Click in panel with the track's name
drag up or down
let go of mouse button.
Done

[Pitch Black]

You can shift-click on several track titles to move multiple tracks around at once, too.
