It's not, I put it there to make the image smaller. It was from a thread where I was talking about impulse and using the stretch function.

Exactly right.

The skin is made to go well with Leopard's default colors. I use a program at night called Nocturne to reverse the colors on my monitor to be easier on the eyes. (It does a little more than the normal OSX reverse function, keeping the screen much more usable) Thus I want a skin that matches the OSX colors as closely as possible.
