this is an often quoted passage from the talmud that is used out of context by the racist nit-wits that just love this sort of shit. The passage is in these but it is part of a ider topic that is discussing dowries,, if there is a criticism to make in regards the whole of this aspect of the talmud it is in the implication that the talmud is justifying the purchase of a girl for marriage.
Seeing as how you have read the talmud i'll not bore you with the bigger picture other than to say the whole of the law in the talmud is very strict in regards sexual morals and is very very direct when it comes to underage sex and its consiquenses both legally and morally.

The concept of "The New World Order," is really about semantics. That depends on what meaning you attribute to the term new world order. If you think it's reptilian aliens who talk to each other telepathically, and laugh maniacally as they stare at a holographic projection of the earth, then I have to disagree with you. But if you are referring to strategic alliances between key corporations and American military involvement and positioning through out the world, then I can somewhat agree with you. I just never liked that term, there is nothing "new" about this, it's been in the wood work for a while under the term "manifest destiny." I have to say this because I have met some people who think the world is controlled by a small group of suits in a room who decide whats going to happen. That is off course preposterous, so it would depend on what you are referring too.
