HQ Button Question

Do I need to press the HQ button before I record/drag a clip into the arrangement view?

no you can do it at any time.

HQ has no effect on recorded audio.

HQ mode effects which Sample Rate Conversion algorithm Ableton uses if it is PLAYING a clip which has a different Sample Rate to that of the current Session.
