Does anybody know of any soft synth plugins that create vowel sounds?

Im not sure which ones but if its got a formant filter you are on the right track.
You could use a formant filter on any synth to get that mouth sounding filter sweeps.

you can make your own formant filters with a few chained autofilters. google for the frequency ranges...

Once you have the frequency, you can try to synthesize them, that's funny. Should be doable with operator.

You could always try one of the Voclaloid VSTs;
Though what they claim to be able to do is laughable (A REAL replacement for vocals: It is not!) but you should be able to get some basic vowels out of it....

You are best off using the EQ-8.
The autofilter isn't as good because you have to use a bunch of them and it's an extra step to adjust the relative amplitudes.
I'll make a couple of formant filter racks tonight.

Have you looked under the EQ presets?
Ableton’s engineers are hard
at work developing code that will allow our software to predict the future, but we don’t
anticipate having this available until at least the next major release.
