I have a project that (even when stopped) is just holding 24/25% of the CPU. Is this normal??

Ableton Holding CPU?
If you have lots of plugins (or even one very heavy one), it's normal. Many of my projects hold about 40% when finished (convolution reverb, guitar rig, etc etc). Plugins take CPU, even when in stand by.
Also, the smaller your plugin buffer is, the more CPU these same plugins require.

Live's INTERNAL plugins (the ones that come with Live) are supposed to not drain CPU unless audio is being passed through them but for 3rd party plugins by other manufacturers this is true (even if not being used, they drain CPU).
Live 7 typically holds 2 - 3 times as much RAM space and CPU than Cubase SX3 on my system during idle. (Live 6 was only fractionally closer).
