Does anyone know how I can configure this or Live 7 so that when I am running Live I can still run other sound off my computer.. or when for example I am playing a youtube video and open Live I can still get sound from it. Right now if I am doing anything that requires audio outside of Live 7 and load Live, then audio does not work.. I need to close all the audio applications and restart Live..

set all your sound cards to the same sample rate and ASIO4ALL will work like that. you'll have to disable and re-enable unhappy cards but it will work.

Open live before you try anything else? I just opened live, started playing something, then opened a youtube video. Could hear both. I know it's not what you wanted, but maybe if you just remember that you need to open live first.
and when you say "I need to close all the audio applications and restart Live..." do you just mean applications that use audio or do you mean actual audio creation apps? Cause that could make a huge difference.
I'd say it probably has nothing to do with asio4all.

because they use the high latency directx audio driver, which you can use in ableton as well if you like and everything will still make sounds for you - just pick that as your audio driver in the preferences.
if you want low latency then asio's the best bet and generally if a soundcard is in use by an asio driver it gets monopolised by the driver - meaning you can (in most cases) only use one program with an asio soundcard.
what are you doing that you need to watch youtube as well as have ableton playing? if your learning some stuff off of youtube and applying it in live at the same time maybe just use the directx driver adn you'll be fine...

Is this due to my soundcard or maybe some settings within ableton?

In the ASIO4ALL settings, what is your ASIO buffer size?
In Live's preferences under Audio, what driver have you selected? ASIO4ALL or something else?
