Hi,
In one channel, I have 2 clips. When one clip plays, I want a certain effect off, when the other plays, I want it on.
Is it possible?

point the clip envelope then at the parameter that will best let you "bypass" it ... for a delay you control the wet/dry with a clip envelope, for a lowpass filter you control the frequency, etc.
set one clip to turn the effect to the desired effect amount, and the other to return the effect to a bypass-like state.

possibly, if not you can use clip envelopes set to mixer and then send A or send B (assuming your effect will work as a send effect as well) and automate the channel's send level.
