i guess since right before kraftwerk, but if you mean more with in a modern musical timetable i'd say way back when people started putting their beats on cds and scratching them up and playing them, actualy that was the first official non programming technique but peeps were using that like people use dblue glitch now, cause they wanted to emulate the programming that was being done by alot of artist but didn't want to have to do the programming

they did this for years now.
thats actualy been a staple way before idm, that kind of music is just what's called the original underground hiphop made popular in LA from way back in the day. it's where freestyle fellowship, bus driver and tons of others came from, i think it started the backpacker thing too
