I've never been an expert at maintaining libraries/files, etc...maybe someone could give me some hints before I contact our european friends...
I recently had some shut-down issues which ended up with me erasing defaults, vstpreferences, and other things in order for it to even start again...
Now with the program running again, I can't open various VST instruments. It seems like about 75% of them will display an orange message at the bottom saying "the preset cannot be loaded. it is probably broken"
well, ok! that statement just doesn't make a light bulb light up over my head at all! Anybody?

you´re mixing things up a bit: VST plug-ins are not stored in Live´s Library folder - so I assume there´s a problem with Live´s factory presets. If you can´t really recall what you have modified in the Library folder, I would recommend to simply create a fresh Library:
- create a new, empty folder on your hard disk (this will be your new Library folder)
- select this folder as a Library folder in Live using the 'Browse' button next to the 'Library Path' setting in Live´s File/Folder preferences
- download the Live 6 Livepacks from here: www.ableton.com/livepacks (note: you only need the packs for the add-on instruments Operator and Sampler if you own licenses for these)
- install the packs by double clicking them
You can delete your old Library folder.
