Ctrl modifier only works AFTER clicking MIDI editor note

To use the CTRL modifier to duplicate a note in MIDI editor, it only works if I click the note first, THEN press down CTRL to get the duplicate function.

If I click CTRL, then click and drag the note, it is not duplicated, but moved.

Maybe I'm missing something, but feels like a bug to me.
