Program Change to control Audio Effects?

Hey, So I'm setting up to Sample Loop some Guitar Input and I was thinking it would be useful to Automate the Effects. (mainly to add a say a tempo Synced Delay on some scenes and not others.)

I have only one Guitar Track that is used in All Scenes. (as I never need to sample more than 1 part.

Can I turn On / Off the Effects on the guitar Input / Loop Track using Program Change Clips on a different Track?

Why not just turn it off on the track the effect is on? What is your point and why do you ask?

I want to turn off the effect using a Program Change when I trigger a Scene. I am using a footpedal to trigger the scene while I play guitar and hence cannot manually turn it off / on I want to do it 'remotely'
