What I want to do is have any midi note I imput come in as say C4. So if I had an impluse drum hit set up for C4 any note I played would play the drum hit. Next I would like to do a range of say E2 to E3 trigger one sample and F3 to E4 trigger another sample so no matter what I played in those ranges those two samples would come up. This is for playing live.

use the midi scale and the midi pitch plug-ins that come with Live.
with the scale plug in the horizontal axis is the input note, the vertical axis is the output note. it looks strange at first, play with it a bit.

That's gettting close, unless I still don't understand.
What I want to do is have any midi input note C3 and down play a C3. what I have been able to do with the scale is have any note within the octave of C3 play a C3. Is there more?

your 2 posts contradict a little bit
if you want to make the whole keyboard play c3's - a quick way is to use 2 pitch plugs in series. the first set to -128, the second to +60
if you want to limit that to c3 and below, one way is to group those into a rack and set the key zone for that chain to stop at c3
if you want notes above that to go through as normal, create another chain in the rack with a "dummy" device - say another pitch device set to 0 - and set the key zone to c#3..up
by this point you'll start to figure out the devices and zone settings, and just take it from there.
