Here is my question. An Arpegiator can play a single note in a pre programmed pattern. Is there any way to play multiple notes in a pre programmed pattern, like a chord? I mean all the notes together in a pattern, not one note one at a time.

Maybe not exactly what your after but:
Live Arp Effect -> Live Midi Chord Effect -> Live Midi Scale Effect
OR
Live Chord Effect -> Live Arp -> Send to mide track in
|-> Live Arp -> Send to same midi track in
Anything more than this it'd probably be easier to just use a proper midi clip. Maybe record in the arp and then manually make the chords using the powers of copy/paste.

you can use a midi clip to do so.
Just assign it to a range of notes instead of only one note.
