Live specialized VST-Plugin

I want to develope a Live-specialized VST-Plugin, which includes a drop-down menu of all devices in a channel with its automatizable midi-parameters listed.

Is this possible?

Maybe with Max4Live? Although I don't know all that's possible, but at least seems like something it might do.
