if the mpd is slaved to abe and the note repeat note are off the beat, you have to adjust the midisync output:
click on the little triangle in front of the mpd32 midi output in abes preferences, there you can offset the midi sync.
i make a 1 bar clip, set the record quantisation off (obviously), then start live and record the note repeat events, zoom in the grip and adjust the offset till the notes are in place. you won't get 100% tightness , but a little bit of random offset sounds fine to my ears

Are these issues always when using host USB host connectivity? I Wonder what the outcome would be if midi DIN interface IN/OUT were used? I have a new MPD26 and noticed the issue too, I'll try with my USB Midi interface and ditch the direct USB cable and see what happens.

I know this is an old thread, but I was recently setting up the MPD32 to work with Ableton Live and was facing this exact issue - the Note Repeat function worked only after hitting play in Live.
What I noticed though, was that once I hit play, the Sync Out Indicator in the top left corner started flashing - meaning that the MIDI Clock signal was sent to the MPD. After hitting Stop, the indicator stopped blinking as well - meaning that Live didn't send the clock signal any further. Which after all makes sense - when nothing is playing, how could it know the beat? Even the metronome doesn't work when stopped.
So my conclusion is - however this may look like a bug, it makes sense to work like this.
