How to Change Keystroke commands on my mac qwerty

I made a couple of foot controllers out of qwerty keyboards and daisy chained them together. Works great on Key Map Mode. I cocked it up a bit though by making them the same thinking I could just hit the caps lock and I would get different commands. Problem is caps lock does not 'shift' from the numbers to the symbols on the same key stroke which is what I used as my top row of 'switches.' Is there a way on my macbook 10.5.8 to change the caps lock key to do the same thing as the shift key when its depressed/engaged. Is this possible?

Caps lock can be mapped to control, option or command in the keyboard preference panel, but not shift...

Thanks. Shame... I will have to rig one so that the shift key is permanently depressed.
