problem automating device on/off

Sorry if this is posted elsewhere but I couldn't find it.
When using Live sometimes I add new effects while the recording is going on, unfortunately this creates problems as on the track the new effect is added to all the time before it so the effect is on.
I had the bright idea of setting all my effect defaults to Off, so when I drag them in they should be automated before that point as being Off, so I can turn it on and the effect does not affect what came before it. This doesn't work however, when I drag the effect in, the time before I drag in the effect is ON, but when the effect is dragged it's off. So basically live doesn't apply the device on/off automation before the point in the recording that you drag it in. Is this a bug or design decision? Shouldn't this be easy to implement and solve many problems with adding new effects on the fly? Is there a workaround? Something I'm missing?

Automation evelopes may be locked which can cause more of an on/off setting when you try to apply them while locked. If this is the case, you can change it by clicking the lock icon above the names of the tracks in arrangement view or adjust it via the options menu.

Hmm... the lock setting doesn't seem to change it? If I add an effect that is off while recording, the effect's on off automation before I add the effect is still on? Should this not be the case?

This shouldn't be happening unless something is forcing it to stay on when added which is of course irritating. This may be another setting issue. As I haven't had problems with automation and locking envelopes, I've never to find a resolution. At best it's some setting I can't think of. At worst it's a corruption within Live. The only other recommendation I can give is to save your set aside from the original , i.e. (filename)1.1.als, and mess around with every project setting you can think of. This way if you find a solution, great! If something get's screwed up, it won't harm the original .als.

I've tried this on a couple of different computers so I think Ableton does in fact do this automatically. My problem is when I add an effect to a track that is saved to be off in my library, BEFORE the point in time I add the effect in my project (in the arrangement view), the effect is on, not off like it should be. Is this the case for everyone?
