You could certainly produce that in Modul8 on mac (surprise surprise, thats what I have!)
That blurry effect is commonly called "trace". Basically, it lets every frame linger for a period of time on the screen, before fading out. If you have trace on at it's maximum setting, your picture quickly "whites out" as each frame is added to the image and not taken away. At lower settings it leaves this ghostly, feedback-y, trailing effect on any camera movement or movement within the frame.

I vote for VDMX. There's also Nuke, or After Effects.
VDMX is made for performing Video, much like, Module 8. These are easy to use as well. Much different than Nuke or AE, they are more for compositing, but fun nonetheless.

Thanks for the incoming tips , but i guess gonna try out Sony Vegas Pro 10 see what that gonna say anybody experience with this software?

I've used Vegas. I liked it a lot, but I already have Premier Pro After Effect, Nuke, and VDMX, so getting something else seems kinda silly. If I could swap out Premier for Vegas, I probably would.

this look like a classical ghost fx, with a turbulent noise distort on it.
you can do this with any good compositing software like after fx, nuke , combustion or shake.
i think the Sapphire suite have a plugin thats does exactly this effect out of the box, but you can
easy recreate it in any by using booth distort and ghost/delay effect.
or if for real time VJ, i suggest aestesis Electronica wich is cool and free modular or resolume, modul8, VVV, Max/jitter.
