While not spectral editing, Audiofile's Wave Editor has a lot of similar concepts with Photoshop. Layers, transparency, etc.

Looks really cool. I wonder how much it is going to be and when it will even hit beta - they are looking for investors it seems.

Looks like a cross between U&I Metasynth, SonicWORX Isolate, and Izotope RX Spectral Repair.

SPEAR does the job for me. It's got some awfully smart autofunctions for selecting groups of bands and stuff.
