Ableton latency problem but not Cubase?

Firstly Hi, it's a pleasure to view such a great community with so much good advice & help.
So my problem.
My soundcard is an Echo Mia Midi using the latest Asio drivers.
I love this little card and it serves me well. I run it on Windows 7 32 bit on an
Amd single core 2.4ghz cpu with
2.0 gig ddr2 memory (1.75 usable).
Various controller keyboards inc M-audio Oxygen61.
Now using Cubase 5 or Reason 5 I can play VSTi instruments fine getting my latency down to as low as 2 ms.
I have recently moved to and grown to adore the workflow of Ableton, the problem is that unless I raise my buffer therefore increasing the latency I get pops & crackles.
Does Ableton therefore use much more memory resources than other DAW's such as Cubase? My CPU appears to be running low enough so is this a memory problem & why does Cubase not also do this?
Any answers or suggestions most welcome & thank you in advance.
