HELP! BIG PROBLEM with sending MIDI patch changes!

For some reason, the midi patch change isn't sent to the external device if the live set is already playing. I have multiple scenes within a Live set. Each scene should change the patch on some external midi gear. I have the clips set up and working just fine. The patch changes are sent and the external gear receives them when Live is stopped and I start that clip/scene. The issue is, if I've already started a scene and it's running, then I change to another scene without hitting the stop button, the patch changes aren't sent.

I thought patch changes are sent every time the clip fires but only the first time that clip plays (does not resent if looped). What am I missing? This is a huge problem please help!

Actually, it's stranger than this. It actually does send when I switch scenes even after another scene is running. The quirk is that if I start the scene and send the initial patch change, then change the patch manually by hand on the external device, then start another scene with no clip/patch change in that devices track, then start another scene with a clip/patch change for that device, the last time, it doesn't send the patch change and stays on the last patch I manually selected. What's even stranger is that if I click on another scene with a different clip/patch change for that device, Live then does change the patch on the external device and everything seems to work again.

I haven't fully tested all possibilities but I think that the issue is when Live sends a patch change to a device, then goes to a different scene without any clips for that device, then comes back to the same clip it already sent the patch change from before, it looks like it's not realizing that it's starting the clip for the first time again and acting as if it's been looping.

BTW--they clips are just empty midi clips with patch change data being sent only. The loop is turned off.

Any ideas?

Be aware that Live by design swallows duplicate messages (cc and pc).
It remembers what has been sent and doesn't send the same message again.
