Strange low freq Hum on soundcloud/youtube

Does anyone know what causes this strange hum to low frequency. I think it's dither.

Here are two examples:

I don't know about YouTube but I know Soundcloud converts all files you upload to 128kbps mp3. So, you want to be sure & upload original audio, not already compressed mp3s.

Yeah, those were both uploaded as 24 bit .wav
