I'm currently using a FCB1010 midi foot control to start,stop,loop-on/off,skip to last locator.
If I get another midi controller with DAW function (probably a Novation Impulse USB) can I use both at once? I'm wondering how I would map/learn two devices?

If you have either set up as a control surface, they each automatically work with no hassle.
If you wanted to use midi map mode, each controller would need the same exact message being sent.
With the Impulse, you should have no trouble using it as a control Surface
and your mappings for the FCB will stay intact and fully functional.

Duh - I should have thought of that - I have a Logic Control and that works with my FCB (at least for stop start rec). Can you get a control surface to skip to locators in Live? I do that ok in Logic - just curious. (I was thinkinking I'd have to map it - but then I guess I could setup the same message somehow - I just use note # on the FCB - I wonder if I can set that on an Impulse? Hmm. Need to download a manual!

I'd suggest doing what you do now and figuring the rat out when your new tools are at your disposal 
The locators have been a tricky thing for me personally. If they work well being mapped manually, I'd stick with that. I know that Tranzport emulation does it but the timing seemed too tight for my taste
