Can it turn the Filter on and off in Operator?

Not by default.
My workaround is to open a fresh instance of Operator, turn on LFO and Filter (and Pitch), then set filter cutoff frequency all the way up. And right click, save as default.
From then on, every time you load a New instance of Operator, those will be available.
Keep in mind that if it is already off in a preset that you are loading, then you'll have to grab the mouse and switch it.
