Short answer: No. Long answer: Yes, but you will have to automate the Device On/Off or Dry/Wet for the effect and since you cannot automate master channel devices in session view this would have to be done across all tracks, on a grouped track or something like that.. sounds like a lot of tedious set up but I suppose it's possible to achieve the result you're looking for but it won't be as easy as simply dropping an effect on a scene.

Howdy Sebastian!

Here is my possible workaround:
Create a new audio track and record via Resampling all your tracks to this one new audio track. Create a new scene, copy your recorded track to the new scene an apply you effect - voila here it is ?
