Program Change on Active Track Selected

Is anyone aware of a device that simply sends out a message (such as a Program Change, preferably with a way to add or subtract an offset for finicky devices) when a track is selected?

For instance:

Select track 5 in Live, the device transmits a Midi Program Change command "5".

Is this functionality available in Live?
