Ok this isn't a one off, I've noticed this several times in the past...
Sometimes Ableton just IGNORES velocity change. I tested this with a simple experiment.
I loaded ANA (Sonic Academy's) synth, drew a line if 16th note bass notes, and tried to change the velocities on several of them.
Ableton plays them all back at 127...
Why does ableton do this sometimes?

Are you sure that the patch in the external synth is even set up to respond to velocity?

I know nothing about ANA, but looking at a screenshot, I see two points where velocity is a parameter: VELO in the filter envelope section and in the amp envelope section. Possibly two more, if velocity is chosen as source in the mod sections.
If the patch you've loaded has the first two set to zero and the other two not chosen, ANA will happily ignore velocity.
