like if a .wav file sounds like a bass can we tweak it to sound like clarinet?

Pitch-shifting is a start, but only that. To transform a sound in such a way you would also have to analyze the spectral content of the sound.
So a clarinet sound has a lot of odd partials, very similar to a square wave. To change the sound of a bass to that of a clarinet would have to involve some spectral morphing/re-synthesis to change the spectral structure of the bass sound.

yeah, you can tweak the sound... but i would not expect to get it to sound just like a ________. <- insert desired instrument.
you might be able to accomplish it with instruments that are similar in nature... such as a six string guitar converted to a bass guitar or a viola morphed to sound like a cello, but bass to clarinet seems like it will convert to something that sounds more like bass to higher pitched honky thing.
and by honky, i don't mean white guy
short version... i don't think the conversion will sound at all realistic unless the input is already similar to the desired output.
