Clip Convert Function in Arrangement View? Why Not?

Anyone know why this is missing? There's a workaround if you load a simpler in arrangement view on a track and then drag over the sample you want to covert. When done this way, convert button lights up then and works like it usually does. Is there any practical reason why this function may be missing in arrangement view? Kind of a PITA to do it this way.
