Does Live Have Loop Recording?
and if so can you set it up to record on a new track with each pass?
Can you please explain somewhat more indetail what you're after : if it's emulation of hardware looper with overdub, the answer is +/- no (there is a tread on this subject here : http://www.ableton.com/forum/viewtopic.php?t=2124 )

no loop record means that you set the track to loop from say measure 4 to
measure 12, then you arm recording for that track and start to record, every time the time line gets to measure 4 it starts to record and stops at measure 12, it continues to do this over and over, (looping and recording)
in the software called Sonar, you can do this but not only loop record you can also tell sonar to record each consecutive pass on to a new track.
I want to know if Live can do this.

Ok, I underrstand better now - you can set the looppoints and record/resample your output as loop -> no problem at all.
However automagically assigning each pass to a new track isn't possible.

Actually Digital Performer has this kind of thing, only it's done a little more elegantly than adding a track for every pass, and it's something that could be added to Live IMHO. DP has a thing called Polar that does multiple recording passes to RAM ... and/or you can have multiple "takes" associated with a given track, and it's a pop-up menu to decide which one plays from the track.
Now, my idea would be for Live to allow for recording each take in the Arrange window and actually dump each take to a slot in the Session window. How does that sound?
