How to set default state of an effect to *off*?

How to set default state of an effect to *off*?

I'm assuming it's possible to set it so that when you drag an effect from the effects category down to bottom bar, its default state is to be turned off?
Kind of annoying how you'll invariably get a big blast of an effect during a jam when you place it on the rack initially....

Add it to the track, turn it off, save it as a pre-set, drag it from the presets.
