No explanations of what buttons do when I hover mouse over

SO it used to be that when i hovered the mouse over a button in the side a box would fill up explain what whatever button i was hovering on would do, but now its gone. What gives? have i turned it off somehow? How do i get it back on?

Shortcuts are the best thing ever, but just in case you also have the option to click the bottom left hand side corner's triangle button.
