Is it possible to lock the pitch of a midi clip so that no matter what the incoming midi note number is, the pitch remains the same?
Are there any arpeggiator plug ins that will do the same thing?

I don't really get it, MIDI Clips just play the recorded MIDI.
But you can make a MIDI Effect Rack with a chain for each octave, each chain with a Scale device with all the "leds" in a straight horizontal line in the note you want, also set each Scale's Transpose +-12/24/36/etc to move the octaves up/down as needed, to the same octave you want.

Thank you for answering.
To clarify, I assign the clip to trigger via a midi key range on the keyboard, say from c1 to c5. When I play the clip it changes in pitch based on the key I play. I want it to play the original notes in the midi clip no matter what key I press.

I don't think it is possible, the ability to assign a range is made for transposing.
