Live crashing or not responding when opening sets

I have this issue a lot once I get a bunch of plugins in my sessions. Live will not respond when I open sessions with more CPU most of the time. The weird thing is when I will use plugins that I know should be near zero on CPU and I’m at 10 or 15. I just got a brand new i7. I used a free 303 vst and was at at least 15% without anything else but samples. Also live is showing cpu usage without even playing but my total cpu never gets above 40 with my sessions. Is this normal or is there anything I can change? Any help/suggestions would be appreciated.
