Export sample rate fixed if External Instruments/effects present?

Hi, I never noticed this before but I couldn't change my export sample rate down to 44.1 from the project rate of 48khz today until I deleted any external instrument/effect device.

Now I know the presence of these devices means rendering occurs in realtime but why would this create an issue for downsampling post render?

curious, which effect?

dunno, maybe the effect doesn't handle 44.1kHz. what does its manual say? I'll read it...
