Help! How do you apply time signature changes that work!?

I tried going into session view and typing in the time signature change...
I tried going to the top in arrangement view where you add a locator and I put in new time signature...
I even went to the audio track clip view in arrangement view and changed it there....

None of these worked where I actually heard the song change time signatures. It changed the global time signature and grid but not the song.

Help!
