Frequency Shifter Adding Gain

Why does the freq shifter add so much gain? Im using it to tune a kick up by about 2 semitones, the only setting that are doing anything is the fine tune knob is set to raise the frequency by 20hz and it is adding 6db to the track volume and clips (even with no settings changed and dry wet at 100% it still adds 6db). I dont know alot about gain staging I just make sure im not adding volume.

So heres my remedies:
I can pull the track fader down but the signal is still going to be coming out of the effect very hot (not sure if thats bad or not????). I can add a utility after the freq shifter and pull it back down to where it was but is this what I should do? I still dont like seeing the meter within the effect itself being clipped to the max like it does.

As you touched on yes I would use a Utility to bring it down slightly.
