Push 3 not outputting slide or pitch?

I have a push 3 that seems to not output MPE slide or pitch (though it does output MPE pressure), I have MPE enabled and the expression mode set to MPE, but in the midi monitor for both FromPush and the User Port - slide always outputs at 63 and pitch always outputs at 64. Initially I thought it could be another device's settings messing with it but I have unplugged all other devices, factory reset the push itself and all restored ableton preferences. This occurs in both control and standalone firmware 1.1.2, using current release Ableton Suite 11 as well as the most recent Beta release.
