Would love to have the option of
VELOCITY AUTOMATION OF ONE NOTE IN THE PIANO ROLL
(independent of the other notes in the same chord)
. For example, to automate a high string note in the piano roll so that its volume decreases
overtime to allow the lower notes of the same chord be heard,
Automating the overall velocity of a chord in track view is easy, but I am looking for a way to automate
each individual note in the piano roll (irrespective of the other notes in the same chord) to create
a cascading effect of different velcitities in the same chord.

If I'm understanding correctly, you're seeking to highlight every instance of a single note on a piano roll and then draw the velocity diminishing over time. Right? This is currently possible.
The first step (in the piano roll view) is to click on the piano keys that run up and down along the left side of the piano roll. Clicking a key will highlight every instance of that note in the MIDI clip.
Then (with your velocity view open) switch to your pencil tool (b), hold alt/option (on Mac) and then click and drag to draw a straight line in the shape of the velocity automation that you want.
That should do it!
