There must be a simple answer to this but I can’t find it.
I have 2 midi tracks. One has a plug-in on it, let’s say a synth. The 2nd one has nothing on it.
When I drag a midi instrument onto track 2, the “rec” button automatically turns red, but the one on midi track 1 is disabled.
How do I drag a new instrument onto an empty midi track, have that midi track rec enabled, and keep all existing midi tracks rec enabled?

You probably have a midi controller, Push or something?
In any case, you need to deactivate the exclusive arm option in Live's Preferences > "Record, Warp & Launch" tab.
If you prefer keeping the exclusive arm option active, you can also arm multiple tracks by holding cmd (ctrl on Win) while clicking on any track's arm button.

I did have my 16n attached - do you mean having a midi controller connected may be affecting the behaviour?
When I disable the “exclusive arm” option, then only one track is rec enabled at any one time. I want multiple tracks rec enabled because I am using a sequencer called Fugue Machine Rubato (standalone) - and then sending midi from that app into multiple midi tracks in Ableton. I need them all to be rec enable so I can hear them!
The alternative that you suggested is what I want to avoid. I want to have 7 midi tracks rec enabled, and then start sending midi from FMR out on midi channels 1-7. Then, when I press the playhead for track 8 in FMR, and drag an instrument on Midi track 8 in Ableton, I want it to be immediately audible, without having to hold down cmd and press all 7 rec enable buttons again.

Idk know what a 16n is. But if your controller does have an auto-arm feature, then yes it's likely that it'll affect Live's behaviour.
