Ok, let me see if I can explain this properly...
Double click a clip, go into envelopes, select a controller, now there is a red line that you can drag, if you simply drag the line, without double clicking and adding points, just simply drag it to whatever level you want, then nothing gets sent out when the clip plays, even though the line clearly shows that it has remembered that you adjusted it to a certain value.
To get anything sent out, you have to add at least two points somewhere and adjust one of them slightly, this is highly annoying when you use clips to setup your gear to the correct values.
Anyway to get around this?

The logic behind this may be that CC's are only sent when there is a change.
Imagine a button on your external controller - do you expect it to continously send it's position as CC?
But as a clip it might feel wrong at times that it is not sent when the clip is launched.
The only work around I've found is to induce som small change in the otherwise straight CC line, at the beginning to trigger it.
Guess this is part of why there are called continiuos controllers.
