15,1 mms latency with Saffire LE..OK?

hi there I have a laptop PC and bought Saffire LE

now I have 5.62 mms input and 9.5 mms output (176 samples)

this by putting Saffire buffer to the minimum of 4ms

now...can I get more? is this so bad?
actually I play using impulse and midi keyboard and it's fine but MID shouldn't be affected by latency

if I change from Saffire ASIO to ASIO4all latency goes down to 10,1
HOW IS THIS POSSIBLE? my stupid internal card with asio4all works better than a 220£ soundcard with its own asio?
