Does this exist at all in Live? In Cubase there's a function that allows you to "freeze" all midi effects (arpeggiators, randomizers etc.) and turn them into midi information that you can then edit. Is there a way to do this in Live?

Yes, it's possible, but I don't know the exact steps right now (at work).
Basically, you have to create another midi-track and let the source-track send everything to the new track.
Arm the new track and turn on record+play.
