Does setting a follow action alter playback timing?

I didn't want this question to get lost in the other thread on Mr. Ugly Warp.

Here's two pics

1. First track is a recorded clip, second track is a copy of that clip. Warp is off on the first clip, on Beats Mode on the second. There is a phase inverted Utility on the second. There is a follow action "Play Again" @ 8 bars on the first clip.

2. The two clips from pic 1 bounced simultaneously to two new tracks, by launching with the space bar AFTER the clips have been activated and stopped once (green arrows are flashing) Notice the phase inversion seems as expected, but the timing of the two clips is noticeably different.

This does not happen when the follow action is removed. The clips line up in that case.

What is happening?

To be clear, anytime the 2 original clips are launched by the scene launch, they will cancel each other out because of the utility.

If they are launched by the space bar subsequently, they go out of timing with each other.
