Hmm, I really like Radio Amour but I think he needs to change his sound. From album to album techniques and sounds seems to be pretty stagnant.
I don't know what he's using, I guess something like Live as a sequencer/sampler and a hardware reverb and distortion unit. Nothing too fancy. Maybe a little MAX/MSP for sample playback manipulation. Infact there's a demo preset in MAX that can get you the Tim Hecker, stuttering, moving sample feel.

I was fortunate enough to be involved in this project. It's definitely a shift in direction for both Tim and the ISIS guys. They're going to finish this up in the studio soon. You can visit http://volumeprojects.org/ for more info.
Sorry if this post seems a little spammy, but I'm a huge Tim Hecker fan and it's nice to know there are others on this board.

I'm a prettty huge fan of his work. I think I have just about everything he's recorded. If I don't my freind certainly does...
Anyways, I've read an interview on Pitchforks website with him where he mentions using simpl an electric guitar to form the basic wall of sound. I remember him mentioning it was just a cheap guitar too. Nothing special.
I'd have to figure he uses Ableton Live and some reverb, delay plug ins. Could be that simple.
Oh yeah, his last record "Harmony in Ultraviolet" was excellent. So was "Radio Amore" on the much missed Mille Platueax label.

Indeed, my dear friend Tim is an absolute monster, both live and on record...
I think these days he's using a nord modular, a TC delay rack, a Mackie Onyx, and a bunch of guitar pedals as a live rig. He's also got some freaky deaky Reaktor jobbies he's built over the years...
If he comes to your town, be sure not to miss him... and smash as many beers on the dancefloor as possible, he's loves the smashee smashee styles : )

Radio Amor is my fave ambient/ experimental album by far. I reckon he's a genius. Waiting for the Jetone- Sundown lp to be delivered to just about complete the collection. I just found out he's playing Newcastle at Electrofringe (that's in Australia- NSW), The best news I've had in ages. Also, he's recording something for Room40 label. I know he uses alot of guitar, dunno beyond that.
